How residential permits are routed in Ontario
Ontario municipalities enforce the Building Code and issue local building permits. Zoning, heritage, conservation-authority or other applicable-law approvals can still affect whether a building permit can be issued.
Code layer: Ontario Regulation 163/24 adopts the National Building Code 2020 with Ontario amendments; the regulation was updated in July 2026. Municipal building officials remain responsible for Building Code enforcement.
Trade permits: Electrical work is a separate Electrical Safety Authority (ESA) notification/inspection stream; a municipal building permit does not replace it. Gas/fuels work is regulated through TSSA and authorized fuels contractors. Plumbing is commonly reviewed through the municipal building-permit/plumbing process.
Coverage: HomePermitsCanada currently has 42 municipal guides in Ontario. Use the city page for the project trigger, zoning/development check, municipal department, inspections and official city sources; use the province-level sources below to understand which approvals may sit outside city hall.
